Yeah. More like 75000.
Feel very lucky that you can pay your own bounty. Try to imagine it nowadays. You break into a shop and at night and steal (amongst all) $200 iPod. Security cameras got you, Police visits you and they find the iPod, matches the one stolen. You're busted. Do you think they would let you go free and keep the iPod if you pay $300 right then?
Want to have an item "cleared"? Sell it to a fence, then buy it back. You lose about 80-100% the value and have the item "cleared".
Made it so that if u stole something u could give it back and have to pay maybe a quarter of the amount of gold value of what u stole.
Currently the fines for thievery are ridiculously low. And the item is taken away anyway. So what's the deal?
Made it so that if u stole something without anyone seeing, u wouldn't get ANY BOUNTY AT ALL!!!
Nearly impossible to be implemented properly with current AI. It worked in Morrowind like that - you'd go upstairs and rob the shopkeeper's flat dry, then sell all the stuff to his neighbor, and even though he saw you go upstairs, downstairs and then all his stuff is gone, nobody seen you = you're not guilty. I prefer Oblivion's global "stolen" flag. Simply no way to recognize "logically, he's a thief, even though nobody saw him putting this in his pocket". Either you're caught stealing, or you're free.
