Console leaks have led to, among other things, details about the first rank of all the perks on the perk chart, including many that were still complete mysteries.

Enough info to sketch out strong outlines for builds, but some critical info is still missing, namely the unique effects buried in higher perk ranks. Some people have speculated from the perk descriptions that SPECIAL stats will be able to rise above 10 now, at least provisionally.

Edit: Of course shortly after I posted this, full info about all perk ranks has begun to circulate. Should be a lot of happy theorycrafters when it bubbles up to a major site. A few takeaways about game mechanics from the perk descriptions:
Spoiler:
- Stimpaks/radaways heal over time by default (like FONV hardcore mode)
- Locksmith/Hacker have level requirements for the upper ranks; some speculated it may have worked like more forgiving Skyrim lockpicking
- Top level for most perks with multiple ranks is at or near level 50; most SPECIAL 10 perks cap out exactly at 50

My probably not quite final build; S3 P4 E1 C8 I5 A6 L1. I prioritize speechy perks and such, because words=power, and immediately after that, I prioritize all of the perks that enable/enhance crafting. (I intend to train each SPECIAL [and you'll note that all of mine are only 1 less than is required for their highest available crafting perk, in case you can only train once] so that I can utilize each crafting skill.) Yeah, Endurance and Luck can go [&@%!] off. I make my own luck. And I would hope that I am able to play as tactically as I plan to, through stealth and such, that I don't -need- high End. to survive your average combat situation. ...But I definitely do want to make another character with different SPECIAL/perks, which is certainly what they want. Because some of those perks. Hah. Mindless fun.

...I don't like that
Spoiler:
cannibalism is a perk, stuck behind a sodding 8 Endurance requirement.
I mean, it should be more of a choice...thing, than...yeah.

Oh, and pertaining to newish details about power armor;
Spoiler:
I'm not sure I like that you have a "finite number" of fusion cores with which to power it with. As long as you can unlock the ability to craft them, fine, okay, I can cope. But if it's incredibly difficult to get them...ugh. I mean, it's not like *I* intend to use power armor every waking minute. I intend to deploy it only for the hardest/most important missions, and that's probably what they meant it as, but...I don't know. I hope they implement them intelligently.

My husband and I are a bit bummed that Mark Morgan isn't doing the soundtrack this time around. We did listen to the new one (mostly strings) and while it sounds great and I love strings, still not sure how I feel about it. :/

We also watched a youtube video on the new skill tree and I'm loving all of the Vault Boys on there. It seems like the leveling system is similar to that of Skyrim's. Also not sure how I feel about the lack of level cap though.

I am saddened by the fact that there are no traits. They have been in almost every game since the very beginning and should have been included. I mean, Bethesda wouldn't really need to do that much if they couldn't spend much time. Just copy and paste New Vegas's traits, modify them to suit Fallout 4 and done. As for the lack of level cap, bit disappointing but that could be me and my belief that level caps should be in most RPGs. Oh and i am a bit concerned that Fallout 4 could have a bit of a crap story or worse, contradict establish lore. I mean, where the hell are these super mutants from?! On the west coast, it was just the Master's army thus remains are all we meet in New Vegas and Fallout 2. 3 had a rather questionable Vault 87 and i find it hard to believe that the green mutants from the west have managed to get their hands on more FEV.

I am hoping that the Enclave is not back in any shape or form as they are dead. They got destroyed on both sides of the US.

i like how you can choose that right out of the gate though, build your character around that if you want. I realize you're disputing the exclusivity of that particular set-up, but from a roleplay perspective i think it's neat how they've laid these options out for us.

i'm leaning towards a scavenge/build/community leader type of character: s1, p4, e1, c8, i8, a1, l5, avoiding combat a lot early on, relying on the rifleman perk and running away.
if i do get around to the main quest, depending on how much is tied to it, it will be way late in the game, after i've scratched the itch to build and build some more.

I don't get why people are miffed about no level cap, though. It would require 315 level ups to max out all perks and SPECIALs, and leveling is sure to take an absurdly long time before you're even halfway there.

Great minds! Mine piles on P,C,I even more heavily, unlocking Intimidate, Wasteland Whisperer, and companion combat bonuses from the start. Higher ranks of Black Widow have synergies with Intimidate that will probably work especially well with a female protagonist. Intelligence has a perk that basically acts as Intimidate for robots (synths too?). It should be fascinating to explore ways to play the game that avoid violent solutions.

yeah those top two in Charisma are pivotal for me, right now I'm feeling like i still need to level up towards them, be a bit green to start off with, I'm sure Wasteland Whisperer would be mighty useful out of the gate, but i also feel i should get to know the wasteland a bit first. anyway, final decisions will not be made until the big day.

I am hoping that the Enclave is not back in any shape or form as they are dead. They got destroyed on both sides of the US.
The whole 87 stuff is quite easy to explain honestly, Vault Tec likely just stole the FEV from West Tek (Industrial Espionage) and wanted to develop an own better version of it to sell it to the government. And while having the formula lying around why not equip a Vault with it? Especially cause if they would have been able to make something useful out of it I doubt the government would have done anything to sue them for the theft.

For the supermutants per se, you always have an "enemy problem". They either could use super mutants explaining why they are in the East or create something entirely different, but then you need an explanation why these creatures aren't in the West. Which gets especially more complicated if you create two games in the "same" area. Why should creatures inhabt Boston but not DC and vice versa?

The Enclave falls into a similar category, why shouldn't there be more bunkers of them around? Basically they are the remnants of the government and the reigning people probably wanted to establish a stronghold all over America again. So it would actually be a bad choice to just have 1 or 2 restart points, when you can have dozen spread all over the land. We got over 100 Vaults, so 10-15 Enclave Vaults could very well be plausible, possible that only the smaller ones are left, but you always can bring out a small presence of them, showing how the fight for survival now that the main bases are destroyed.

The main issue i had was that it was poorly explained and there is no real reasoning beyond finding FEV. If they had a leader and Super Mutants were treated as a faction instead of generic things to kill, i wouldn't have minded but to me, it seems that Bethesda shoved them in because Fallout always had them prior to 3. The main issue i have with Enclave reappearing is that they are leaderless and were curbstomped by the NCR and the BOS on the West Coast. It is implied that the East Coast is all that's left of them and the BOS curbstomped them again. I wouldn't mind something like the Enclave Remants that NV did but it would feel a bit lazy. I would prefer to see new threats instead of Super Mutants being the default thugs to kill.

I've also heard that skills have been ditched. If true, just what the [&@%!]? Same with armour and weapons not degrading.

Yeah, I'm not surprised that there's no Mark Morgan but it is a shame. His music did a good job at setting tone in Fallout 1, 2 and New Vegas. Wouldn't expect him to be the main composer but a few tracks might have been nice like what they did in New Vegas.
----
I'm not sure how much SPECIAL will actually matter but I do want to go for an Intelligent and Charismatic character with a minor in Perception and Agility. Probably going to go for a female PC. I haven't played it yet so I might be wrong, but from reading them the Charisma perks seem to be not that great which, yeah. I am kind of worried that it will be the Skyrim kind of RPG instead of well, you know, Fallout. You can kill a bunch of people like this or you can kill a bunch of people like this. Of course they have a dialogue wheel so the dialogue system is probably going to be worse anyway. I mean, I liked Skyrim, but that's not what I want Fallout to be. And honestly that's not what I wanted Skyrim to be either. No matter what, I expect that Fallout 4 will be very good. I'd be very surprised (not to mention disappointed) if it was bad. But I want it to be excellent.

Of course a lot of the things I'm interested in when it comes to Fallout are stuff that wouldn't be selling points to the majority of people. People who like Fallout are going to be getting it anyway, people who don't you sell it to them with stuff like combat. But I'm curious as to things like:

Is Karma still a thing? How viable is non-combat? What are the themes of the game? What are the major factions and characters? What are their motivations? How do they relate to other factions and characters? Can I argue with these characters in regards to the ideals they hold? What are the cultures of the world like? What is life in these different settlements like and how do people organize their settlements and society as a whole and how do they distribute resources? Oh androids, neat. Can I talk to androids and about androids in regards to the nature of their own existence and use the advanced technology of The Commonwealth to both improve the human condition and generally improve quality of life for the people of the area? Is there a Deathclaw companion and is that Deathclaw companion Goris?

I don't doubt that Bethesda can do these things well but you won't sell a lot people on those questions and (for a lot of them) I wouldn't want them to be advertised anyway. I want to find out when I play the game, that's why I'm been avoiding news for the most part. At the moment I know basically nothing about the story and I'm glad that's the case.
So we have come to solve every squabble in the village personally?

I hope the rumours about 4's plot are false and that the ending rumours are false as i kinda dislike 3's ending due to the fact that it did not show what effect your actions had on the wasteland. I do hope 4 does follow the traditional wrapping everything up in the ending slides approach instead of "oh, you did that? I can't be bothered to tell you what happened next" approach.

Why do i get the feeling that i might dislike 4's plot by the time i get a PS4? :S

Anybody going in fresh? I haven't seen anything but the announcement trailer and a couple of the SPECIAL videos. There's more out there, even a video just released that supposedly shows off the people and some of the story of FO4. I'm tempted to watch them, but I'd also like to be surprised by what happens. Anybody else?

I like to be surprised. I knew absolutely nothing about Fallout when I played Fallout 3, and it was great. I feel that even the teaser trailer might have shown too much...

So yeah, guess I shouldn't watch.

Already preordered and pre-downloaded to my Xbox One, so I'll be playing right at midnight!

It's a little more story-y than other trailers. It's not like it spoils a hell of a lot, but you see certain faces, and...meh. I already knew (this stuff) would be in the game, so nothing was really spoiled for me, personally. ...They do finally show/voice the female PC in this trailer, though. :P Finally. Courtenay Taylor, wew.

@Aarah, actually, I kind of envy you. Think of it this way--you are stepping directly into the PC's shoes. Experiencing the pre-war world, and then suddenly being thrust into the post-war apocalypse. You are going to have one of the most genuine experiences. Walking this foreign, hostile world, scarcely any idea of bottlecaps or Brotherhoods. You will be experiencing the game...as the PC will be experiencing it.

Okay read this about the trailer. Any spoilers kept to a minimum and as obscure as possible. If you played fo3 then no big surprises especially if you choose to read my summary instead of watching the trailer.
Spoiler:
:01-:36 no spoilers just narrate about world changed and Ron pearlman line. Courtney first starts then bryan says a lines, then they say the pearlman line togather. most of the footage is similar to the ones in the first reveal trailer.

0:39-0:49 shows outskirts of Boston, old world homes. Old woman starts asking you a question. It's not really a old granny though I,m just calling it that. the question is related to something that is focused on in one of the Fo3 quests.

0:51-0:58 shows the prydewin (old footage) above Boston, shows (new footage) of prdewin from another angle, old man starts talking angrily about something in Boston (it's mentioned in fo3). Shows the inside of that secret place. Goes back to the prydewin and the old gramps (not really old I,m just saying). Switch to old footage from first trailer, gramps still sounds angry.

1;00- 1:05
Shows gramps face, he's talking to a bunch knights it seems. some more old footage

1:06-1:13
Another cranky old guy starts talking over old footage. then it shows the new cranky grampa. he's saying some bad stuff about the enemies you'll fight. More old footage.

1:14-1:15
New cranky guy crticises one of the cities, new angle of the city followed by old footage of same city.

1:16-1:20
Nervous guy that looks like shaggy from scooby foo is getting held up at gun point and denying their accusations. takes place in that same city from the first trailer. shows the outside of that city.

1:21-1:24 new footage of one of the companion.

1:25 -1:26 old footage of a ricket flying into a vehicle then kaboom.

1:28-1:32 new footage of Courtney running. Hair animations for long hairstyles. new footage of Bryan fighting muties with a energy weapon in a really cool place. new footage of deathclaw

1:33-1:41 old footage of a raider. New footage of building stuff followed by new footage of another companion dialogue. More new building your own stuff footage, also shows new defense your base footage.

1:42-1:44
New footage, sprinting in 1st pic with rifle drawn. new footage of entering the power armour by Bryan. New footage by Courtney in irradiated place with a suit.

1;45 - 1:53
A new old woman is telling you to hurry up slowpoke. Followed by new footage of plasma weapon and muties. Then new footage of Kaboom from a big gun next to a river.

1:54-2:03
That man from the prydewin is yelling about budget cuts and campaigns. Followed by new footage of that city inside a city. Next up is new footage of what's probably a major battle. now we're shooting a mutie, prydewin gramps is still talking. Dead raider falls from tower, ugly raider with a gooey helmet gets killed . Switches to that first old woman that asked you a question. A raider is about to die.

2:04 -2:14
Lots of new footage. Shows cuddlesworth helping you fight some raiders, I won't say who that is. Then killing muties call of duty style. Bryan starts asking for directions, he sounds angry mYbe trying to intimidate someone. Cortney in a vault. Power armour battle in that first demo. Deathclaw dies. Another one dies too. New giant gun.

2:15 - 2:22
New character answers Bryan but hates giving directions. New footage of Courtney making some new characters stick em up snd surrender. New footage of a new character or enemy.

2:23-2:40
Old footage, something is destroyed. Old footage of pre-war town. Old footage of dog eat in the red rocket station... Except this time it's Courtney that pets him/her and says the line with one word changed.

2:43 -2:50
Fsllout 4 and sound effect powers up.

Aarah, get Fallout New Vegas. It's the best way to get introduced to Fallout imo. 3 is er... it's decent but New Vegas is what i feel is the best starting point. Unless you are willing to try the first two games on PC. They're CRPGs and do require a fair amount of patience. If you are willing, get 1 and 2!
