Mauin - if you invested with him, he got 10k rather than the 500 he was supposed to get. One of the best bugs I know of in any videogame IMO...
Really? He's usually one of the first NPC's I invest with, and I've never seen him get 10k gold. Before I modded it, anyway. And before I got the unofficial patches. Maybe it was too long ago for me to remember, but I've never heard of that happening until now.
In regards to the ability to make skills "legendary" to reset them, it probably is to get more magicka/health/stamina points as Soda Popinksi said. Honestly though, unless you poorly planned your character and didn't allocate your stat points very well (and if that were the case, I'd be restarting the character), I doubt that would make much of a difference. I find a good 300/500/300 distribution is more than enough to get by with a mix of spells, stealth, and combat. Add enchantments onto that and you're golden. I can see those not wanting to use enchanting or alchemy skills possibly finding it useful, but I still don't think I'll find any use for it.
It's like I said: power-leveling once is enough. If you have the patience to do that more than once, then kudos, because there's no bloody way I could do it...
Although, actually, I think a mod like the Scroll of Perfection might be useful there. Is there a limit on the number of skills you can reset? If there isn't, then you could potentially reset all the skills, then use a mod to push them back to 100 again. And keep going. And going. And going.
Even if you did do that fairly (by leveling it all normally), it still seems horribly game breaking. You'd wind up with one immortal Dragonborn. I wonder, then, if Legendary difficulty was added to try and "balance" that out? Maybe not. I dunno.
Edit:
Come to think of it, that's probably why the Oghma Infinium was patched; to prevent console players (and PC players who don't use mods) from abusing that too far.
