Collect some transcendent sigil stones with 30% chameleon on them. Enchant three pieces of gear. Then you've got 90%. Then get the ring of Khajiiti from Boetha, or just do a chameleon enchant on a fourth piece of gear. There's other ways to get it in 3 pieces of gear or less if your illusion skill is high enough.
You can also enchant a ring or something with invisibility if you want. But invisibility doesn't mean mobs can't chase you and stuff. They can still hear you. Chameleon essentially keeps you permanently hidden.

A bit of advice, though... while 100% Chameleon is a nice novelty it quickly becomes old and lame. You're really going to lose a lot of enjoyment by going through the game with no fear of detection.

While I'm sure everyone runs "Predator Mode" at least once, playing through with a little more difficulty is a lot more fun.

You get the Ring of Lordship in SI, and that has 28%.

Yeah, that's one of the most annoying things of 100% chameleon for me. When you're invisible, you can still see your character. He's just transparent. But with 100% chameleon, you don't see him at all. I've always had trouble figuring out if I had my weapon drawn or not.

I used to be one of those guys who played a lot with chameleon and invisibility, because I hate being attacked by someone from behind. But nowadays I rather enchant a piece of my armor with a Light effect from a Sigil Stone, combined with Detect Life.

speaking of invisibility, is there a way to detect others that are invisible?

Detect life should do the job.
Removed due to size.

Then get the ring of Khajiiti from Boetha
Actually, Boethia gives Goldbrand and the Ring of Khajiiti is obtained from Meridia's (probable spelling error) Daedric Quest.

You can also get 100% chameleon by enchanting 5 pieces of gear with chameleon using soul gems filled with Grand souls. Minotaur Lords from the highest level of Arena monster fighting is an easy way to obtain those grand souls.
