Was the Alchemy Bonus for Argonians Dropped?

Hello 1st time posting here.

I'm quite a ways into my 2nd play through of Oblivion as a male Argonian. I haven't been leveling alchemy, but I've noticed in my Magic skills that my PC's Alchemy skill doesn't reflect the racial bonus there supposed to have. Both the Oblivion Users manual and Prima's Oblivion GOTY Official Game Guide list argonians as having Alchemy +5, but it's not there for my PC - every other skill that should be racially bonused seems correct. I'm playing a custom class with a Combat specialization and alchemy is only a minor skill. From my understanding of it, my argonian PC's alchemy should have a starting level of 10 (5 for a non-spec minor skill + 5 for racial bonus.)

Anyhow...I'm wondering if at some point Bethesda retconed the Argonian and dropped the alchemy bonus?

I just checked by starting new games with both male and female Argonians, both had Alchemy 10. By any chance did you spend a lot of time in jail?

0h right, forgot about that - and many thanks for the reply. I've been in jail just twice (once for the Bruma quest), but I do recall some text message momentarily popping up after one of my visits, so that must have been the ding to my Alchemy. I'm in the Thieves guild now, so shouldn't be a problem going forward.
