NPC double face glitch
I know that there is a fix for the double face glitch on followers, but occasionally, I have encountered this bug on enemy NPCs, as well, such as Jearl and her friend, as well as Caelia during the Dark Brotherhood quest line.

I've never heard of the double face glitch before. What is it? Is it something that's caused by a mod?

In the case of Mythic Dawn agents, when they cast their version of bound armor, another version of their regular outfit, where their face doesn't move, also appears, so you see the regular outfit and the Dawn uniform clip each other.
