If a female Falmer crossbreeds...
Would the offspring still be blind?

I don't think you need to worry about that cause who in Vivec's name would breed with a Falmer?
On a serious note, there isn't any material on Falmer crossbreeding or breeding in general. Could be an oversight on my part though, I haven't looked into that particular lore. If you want a theoretical answer though, children in Tamriel get most of their traits from the mother, race included. So yes, if a female Falmer crossbreeds, the child will most likely be blind.

I mean, let's be honest here.. We aren't considering levels of consent given, or *shudders* desperation
But, that does raise the good question. Are the Falmer so genetically distinct or altered from most Mer to where crossbreeding is either a low possibility or without ill effects. And then the follow up question.. Even if you have an offspring that only receives the more beneficial traits from the mother, what's to stop their toxic diet from just re-inducing that blindness?
Now then.. Theoretically.. You could breed out the disfigurement through generations.. Almost mimicking what happened to the the Bretons. Except here it's selective and on purpose.. With Altmer providing the 'purest' results.
But even then, what's the point? Their culture is gone, at least, their civilized one. Forcing a sudden shift in it is not going to bring it back.. Only create a new subspecies/culture. And I mean, what's to stop the native falmer to just 'cleanse' their less aggressive kin? There are already hints that, over time, the Falmer race will slowly lose that primal aspect naturally.

The offspring would probably go blind from the daylight. Plus their skin would peel in the sun and their bodies would go into drug withdrawal without the usual Falmer diet.
Baurus: Our job is to get the Emperor out of situations like this. Though I'll admit, things aren't going exactly to plan.
Casandra: At the moment, the deadliest weapon at my disposal is a goblin's head on a stick. I'd be worried if this was the plan.

Flamer sightlessness is by Skyrim's time hereditary, right? Then, this trait would be passed on by the mother.
His name was Emer Dareloth.

This. Per Racial Phylogeny, the mother's race and traits are highly dominant. That said, interbreeding might be a good method of hastening the return of Falmeri higher intelligence, which is apparently a developing (and slightly worrying) trend during TES5.Imbalance wrote:Flamer sightlessness is by Skyrim's time hereditary, right?
