I've been asked by Arniel in the College of Winterhold to procure 10 Dwarven Cogs. I have assumed these to be also called Dwemer Cogs.
Well I went out and found more than enough and returned to Arniel he doesn't respond to the fact that I have them.
There's nothing listed in Bugs in the wiki so I'm a bit lost.
What should I do?

Try reloading save before quest and make sure you have not given cogs before you have begun this quest and was asked to bring them.

Trouble is I'm on PS4.
I'm not sure that the save system is the same as on PC where I know every autosave and quick save get listed. All I can see is around 3 to 4 recent saves and the initial save when you create your character.
I definitely haven't interacted with Arniel other than hen he gave me the quest of going out to find them. I was heading out to Mzulft any way and I picked most of them from there. Those added to the few I had in barrel in one of my houses gave me the ten I needed.
As I say, he doesn't seem to want them.

Just spent another hour.
No joy.
There isn't a save available to go back far enough.
When I take the cogs to him, he just wanders about with the quest marker above his head mithering about the college after the attack. He totally ignores my questioning.
Anybody got any ideas because this basically bugs out a whole quest line.

Well I think the dialogue option to hand in the cogs might get disabled at certain points in the main College questline. So if Arniel is still wandering around Winterhold and/or there is no "here are your cogs" option then you might need to progress (or even complete) the CoW questline.

Yes you are correct Lord Timster!
I finally completed the quest line although the end bit was a bit of an anticlimax. It left me saying is that it, you create a ghost that doesn't do much, if anything.
Ah well!

Cool.
Yeah Arniel's quest is basically a nod back to the TES 3 Morrowind game - a nice bit of nostalgia for people that actually played it but maybe, as you say, a bit 'is that it?' for people that haven't.
