Basically I'm looking for a mod which lets me choose what level I start at (I.E. level 20, level 50, etc,.) and instead of gaining experience for killing enemies, picking locks, etc,. I lose experience so that eventually I lose levels and perks all the way down to level one.
Anybody know if such a mod exists? and if so where I could find it?

Wouldn't a wise choice be to avoid doing anything then? Haven't seen such a mod but I remember certain talks in certain game designer communities of this as a possible and interesting game concept.
Shouldn't be too hard to script though.
