Emporer's Courier and Speed Bug

Two issues:
1. I can't seem to find the Emporers courier. In the dialogue box with the informant, it says the courier will be there in nine days, and in the log, it says 14. Yet I can't seem to find the courier in either length of time. They just never show up at the palace.
2. I was trying to climb a wall, and my movement speed went insane. I became incredibly fast all the sudden, so fast that it is hard to navigate.

Any help would be greatly appreciated.

I had a similar problem last time I played through the game. There was a bug and the courier never showed up. I reloaded from just before beginning that quest and replayed it, and it worked fine.

The speed bug: again, it's a bug. Fixsave is your friend.
