Morrowind Code Patch "WindowsError 5: Access Denied"

Hello there. I've run into a problem after trying to install the MCP; after clicking "apply chosen patches", I get the following error:

WindowsError: [Error 5] Access is denied

I've already tried closing unnecessary background processes (Steam, antivirus, etc.), moving the location away from program files, ensuring morrowind.bsa is not marked as read-only, and nothing seems to be working. I'm playing the Steam goty edition of morrowind on windows 8.1. Any help is appreciated.

Whatever program you're using to install this patch, run it as administrator and try installing again.
