So when I get to the part in the Darkbrotherhood Quest where I have to

kill that chick at her wedding I wait until she is up pontificating and do her and her husband in....the problem is it never gives me the bonus money saying that I didn't kill her during her speech....When is the proper time to kill her cause when I kill her she is standing up talking to everyone

Baurus: Our job is to get the Emperor out of situations like this. Though I'll admit, things aren't going exactly to plan.

Casandra: At the moment, the deadliest weapon at my disposal is a goblin's head on a stick. I'd be worried if this was the plan.

I've tried that.....its okay though. I am not happy without getting the extra reward because killing her is a piece of cake....I want to make sure that I am properly rewarded and my character is the Dark Underground ruler of Skyrim....not second best...

Ok she died and I got the bonus!!!!!! Still couldn't find that damn bow the chick was gonna leave...ugh

The bow is one the parapet across from the balcony. You reach it from the interior of the temple, if memory serves.
