Skyrim is not registering my perks. Help

I have 87 smithing (low because of the new leveling system) and have all perks I can get
I made ebony armor and went to upgrade it
it wouldn't upgrade past fine even if I upgraded and then tried to do it again

my alchemy (100) all alchemist perks only makes 4% potions with 100% better alc gear

is it because of my 144 level (spamming harmony in whiterun square) so i have to many perks
and it only registers what ever the previous max was (80 or something) or is it something else

i have restarted the game turned off my xbox and restarted it and i have loaded back to a earlier save but none are over an hour old i don't keep a lot of saves so i don't know what it is

can anyone help me???????

Are you playing on PC or Xbox?

It sounds like a glitch, since at skill level 87 you should be able to refine it to Exquisite, even without a perk, according to the chart here: Skyrim Smithing Item Quality

If you're on PC you can probably fix it with some console commands, but if you're on Xbox I don't know what you can do except maybe try and increase your smithing to 100, then reset it using the legendary skills patch, then spam daggers until you're back to a high level.
