Making a town, need help

I've just got into modding oblivion and I want to make myself an average size town just up the coast from anvil, does anybody know a place where I can get a decent guide on how to make a town, and please don't direct my to the wiki, it didn't really help me that much.

It's not the easiest mod to start with, but a good starting point would be to download the unfinished Stroti town and add/remove some stuff to get a feeling for creating a town. Stroti is an artist that has created many modder resources on tesnexus and recently released an unfinished town. It's the perfect start to play with and a get a feeling for modding:

That is pretty much how you make a town.
