Thieves quest for arrow xbox360

I'm trying to get the arrow for gray fox from the wizard. Went into castle, found secret passage, went through dungeouns, went underwater, found route to door that leads to front of fathis tower but cannot get in as it needs a key. Where is the key? Or is there another route in?

secret passage inside Fathis's room(in the castle) leads to the interior of the tower where he can be found on the second level along with the arrow head.

If you've followed the secret passageway till you're outside, then you should actually be on the inside of the ruined tower, it's just that there is no roof left. Go up a flight or two to where Fathis is, nick the arrow, and the key to the front door, and anything else you fancy, then use the key to let yourself out.
