Where do I buy spells?

All general stores have Novice-level spells of most schools. Court wizards have all the spellbooks in a few schools (it depends on the vendor) up to Adept, and you can buy all spellbooks from the relevant vendor (i.e. Alteration from the Alteration trainer) at the College of Winterhold, given that your skills are the appropriate level.

You can buy Novice-expert from the college trainers, they are your best bet. Tofdir for Alteration, Feralda for Destruction, The dark elf guy for Illusion, Restoration freak for restoration, and the bald head guy for conjuration. To get master level spells you need to be around 90-95 depending on school to do the tests for them. Restoration lady though won't offer her aid unless you've already met the big blue glowy mist thingy.
