Question about the 5th anniversary edition

I want to pick up the expansions and figured I might as well buy this nice rerelease. :)

BUT, first I want to know if it requires Steam. Anyone care to enlighten me?

I doubt that it does, since Oblivion came out before Steam got involved.

Nothing I saw when I looked into buying it indicated that it did, however I found for value, Steam actually has a lot better deals than the 5th Anniversary Editin, particularly in relation to actually including the DLC. That being said, I decided not to buy either, so I can't say for sure.
