is there anyway to enchant a item with the feather enchanments or can u only make the spells????

In which game? This should probably be moved to which ever one it is for starters.

But in answer to the question, you can create constant enchantments with a strong enough soul in Morrowind and there is nothing stopping you from making a feather enchantment in Oblivion.

On Oblivion, you can use the regular method of enchanting stuff at an altar, or you can use a sigil stone. The most you can get is 50 points at an altar with a grand soul, or 125 points if you use a transcendent sigil stone.
