Are werewolf claws supposed to be so weak?

I recently became a Werewolf(after getting Hircine's Ring and finding out you actually need to be infected to use it) and the claws are really weak, it takes like 30 hits to kill a guard. I mean, I guess I don't really need to ever transform into a werewolf since I have the ring, I still get all the benefits, but it would be cool to go around killing people as a werewolf. So, are the claws supposed to be so weak?
