Get this thing as early as possible. Ahead of any other artifact quest. It's a major time saver if you want to raise your stats without grinding the whole game.
I somehow managed to get the Oghma Infinium quest twice and had over 80 points for nearly every stat, and 100 points for a couple stats by Level 10.
The only stats that don't really seem to matter much in 'Arena' are SPEED and PERSONALITY. I left those at around 50. AGILITY, ENDURANCE, STRENGTH, WILLPOWER are where it counts in this game (and maybe LUCK too).

That's pretty sweet! I'm currently looking for games other than the big two where I can get my Elder Scroll fix. And I really dislike grinding. I put up with it, but I really look around for anything to get around it.
