Modding Utilities?
are their any CS type things for arena, or is modding more simple? i started playing arena and decided i wanted to try my hand at it, any tips?

I've read something like this on the Bethesda forum.
Some people mentioned that there was only hacked save files for it.
So, I'm pretty sure there isn't a construction set for it.
Try Cheat Engine.
This isn't anything like the Construction Set, but it will definitely modify the values of things.
