You're still not understanding just what I said. If it helps, I consider restarting an older RP to be a new character. They might be old, but the version is new. Each potential reincarnation is going to be different, since no two playthroughs are the same.

When I restart, I restart the same damn thing every time. Just look at Vulom.
Look at Hunts-With-Fury. Look at From-Blackest-Reaches. I don't know how many hours I've wasted doing that over and over again. That certainly isn't making a new character every time. They've each been the same and different. It's usually appearance that throws me off; messing up some other detail is nearly impossible at this point since I've been playing them in different forms for several months each. But in the beginning there were constant restarts. Why am I doing this when I should be doing that? Why am I always doing things out of the intended order?

I might make a story for each character, but that doesn't mean I'm going to stick with it.

You make one, find something you don't like about them, delete them, start another... Etc. Etc. It goes on and on.

I've probably had over 100 characters come and go that way.
That's not restart-itis, that's just making new characters. I'm talking about people that make a character, then have to restart that character because they messed up, or want to change something about their build and/or delete them. I know people that have restarted the same build a half dozen times and that doesn't make sense to me. Restart-itis usually has to do with not knowing what or how you want to play a certain build, but I don't understand why people would make a build they hadn't realized before hand. If you get tired of an RPs play style, you make another character to add to the stable, not delete or have to restart the same build. I was just curious as to why some people do this?
I was far into my incarnation of Casandra when I realized that, when it comes to building the Smithing Tree, you have to make a decision: do you want to build and improve Heavy/Light weapons, or Heavy/Light armor? As a Light Armor character, I put Casandra along the path of the armor. But I liked the Heavy materials weapons far more.

Rather than restart, I took the tedium to removing every point in the Smithing tree via the console and put them into the weapons side of the constellation in a 1-for-1 swap.

Had I been on an Xbox or PS3, it would have been a valid (and painful) case of Restartitis.
Baurus: Our job is to get the Emperor out of situations like this. Though I'll admit, things aren't going exactly to plan.

Casandra: At the moment, the deadliest weapon at my disposal is a goblin's head on a stick. I'd be worried if this was the plan.

I understand what you said, I just don't get why you have to remake characters. Are they not right the first time, or do you break your RP and have to restart (that's what I got from your last two sentences)? Or do you just like having the same character(s) but variations on them?

I mean, I think of RPs or any character like an NPC Beth made. There's not variations of Ulfric, so why would there be of any character I created. But that's just me, so I was curious all around how others RP and make their characters and conceptualize them. (barring Ur-Tower alternate multi verse role playing, of course)

The game itself doesn't necessarily allow for you to do things the exact same way every time, either. I've tried and it just doesn't work that way.

There are so many reasons for restarting characters that I don't think I could name them right about now. Probably the most common ones are messing up with perk choices (which isn't a problem for me since I have Automatic Perks, and it isn't really a problem for those with Dragonborn), doing the wrong quests, forgetting to make a backup save before doing something stupid or entirely out of character (I'm sure we all have those moments), messing up the character's appearance (usually fixable with the Face Sculptor if you have Dawnguard, or the showracemenu command on PC... Which I seem to like ignoring those two methods), game glitches, save problems (bloated saves, corrupted saves... Silent killers. I don't want to know how many saves I've lost because of that), experimenting with mods (PC players only)... You name it, and it's probably happened.

I've restarted Sylmirie like 3 times and Felina at least 4 times. Mostly because of inconvenient glitches in the game that I just couldn't live with, but other times because they just weren't right somehow like Mauin said. After doing their respective guild and Main quests over a few times I seem to be suddenly cured of re-startitis.

I guess I've just been lucky. I haven't run into anything that's made me remake any of my 85 RPs. The closest thing was Hjerim not starting for my Vamp Playboy, but a cobwebbed, derelict Hjerim is more appropriate anyway, especially with setownership.

When I make a new character I usually sit down for about 30 minutes to an hour and get everything perfect, so that I won't have to restart. It's worked so far for me, but especially with mods and close ups, any flaw could be potentially damning when trying to create the perfect look for your character, so I see how that is.

Its not about the looks, that's perfect from the beginning. Aside from glitches its been things like...boredom setting in because I built my character wrong somehow. I think Mauin explained it best though.

Indeed, she got down to the quick of it.

I think for a lot of my characters I start out with a kind of modest ideal for the character, and I eventually gradually get dragged into the same kind of generic Dragonborn role.

So it's not fleshing out and knowing the direction your character is taking before making them, or breaking character, got it.

Finding all the locations, exploring, doing most of the factions, roleplaying, leveling, doing all the DLC's, building homes.

Takes time man.

Over 1000 hours in Skyrim for me, considering the fact that I don't play everyday (College, Job) I think that it is not so bad. Skyrim is the only game I've installed now (although I own Morrowind and Oblivion too, from the TES family).

I doubt I have even 300hrs on Skyrim. I racked up 275ish hours right off the bat on release, non stop play. Since then, ehh... I could hardly say I've played it for more than an hour or two each time. Oblivion would've been upwards of 500. Morrowind however... I wouldn't be surprised if I've passed 4-6 months worth of hours on that game BEFORE I got it on PC.

It would scare me to know exactly how long I spent on Morrowind. truly.

Planning out all of the perks you will select before you start a character might help. I know you can change them with DB, but for me it has helped sticking with a character and not restarting all the time like i did for quite a while after the game first came out

Now that I have the game on PC instead of PS3, I find myself basically skipping the tutorial and using the console to level my characters to my desires before they start out on questing, to face the world with more difficult opponents throughout the entire game.

Yeah, I think a lot of it for me was getting used to the game mechanics and how the world of Skyrim functioned in general. This being my first ES game, there was several months of a learning curve for me. Which is why I had one character I did MQ, COW and Thieve's Guild with...then I deleted her and started Sylmirie and Felina. But it took me several tries to get them right because of the glitches etc that I had no idea existed. Even something simple as how to save your games properly I had to learn the hardway.
