I believe you have to drop it, then wait 24 hours for it to light up. Leaving the cell you dropped it in then re-entering might also work.

Quick thing, Dropped lit Torches create absolutely no light at all...I do not reccomend using them a a light source...
...and diplomacy continues to fail. Their ears fall deaf, and their eyes fall blind, yet they are still not mute. They will not know their errors. Only what they believe themselves. But we... we shall not be silenced.

Little trick if you're ferrying a dead NPC down a road via The Staff of Worms: put a torch in the deceased's inventory. At night, they'll equip the torch upon reanimation, which will still remain in their hand (and burning) once they drop dead 30 seconds later.

If they happen to fall in tall grass or bushes (and they always do, it seems), you'll be able to quickly find them again through that torch.

Yeah, I do that alot! I love it! I put some in my fire place, and the fire is bigger and more decorative! It love it. You just drop it and wait/leave the place you are. Eventually, it should be lit, I think..
