If you're gonna count the Princes, might as well count the Divines. They're not mentioned in Arena, but some of their names are associated with Artifacts in those games. That's close enough to appearing in person IMO.
Monsters are bred in labyrinths, labyrinths are bred from walls. There is a reason the Giants choose to remain nomadic rather than follow their shield kin the Nords in building permanent settlements. The Tower is the beginning of all walls.
The PC in Oblivion becomes Sheogorath, who is encountered to be doing his classical ramblings about whatever (in this case, his adventures in Oblivion), with Emperor Pelagius the Third. You can find information about this at Skyrim:Sheogorath.

Sheogorath from Skyrim is a cross between the Font of Madness and the soul of the pc from Oblivion and Shivering Isles. This is strongly hinted at in-game and in comments by Wes Johnson, supposedly lore notes Bethesda gave him during his line reading in Skyrim. According to him, whoever holds Sheogorath's charged staff over a few decades eventually becomes him, replacing the previous. We can assume this means the Artifact is actually the Prince and their avatar is replaceable. IF the information he is sharing is canon. It may just be his opinion. Either way, Sheogorath's dialogue in both SI and Skyrim supports this.

I do not feel this is a lore discussion, so I have moved it to TES General. List away!

It could be a lore discussion if you consider the discussions of Sheogorath or the implications of lifespans of certain NPCs has for the fantasy setting of Tamriel. I guess those things have their own threads somewhere though.

The multi-game characters have always personally been an interest of mine. Mainly because there aren't any that you can pretty much count on being there besides the gods. That's one of the things that I've always liked about Elder Scrolls, it's not so much a series as it is a setting. The recurring characters that aren't gods or close to it (looking at Mannimarco, here), are essentially just shout outs to the old games.

I'd like to point out that M'aiq might not actually be a recurring character. He implies in Skyrim that there have been many with his name over the centuries. Also, he might be a figment of your character's imagination of a living Elder Scroll.
