Do arrows really set off magical runes like the wiki says? If so which part do you need to hit? I've fired around 20 arrows at some of them and not set them off. As I play a low hp character setting one off means I die instantly and most of them force me to TGM over them then skip picking up some gold to pretend I bought a scroll (as I'd never make a companion walk over it and I can't conjure something since I don't allow my character to do direct magic.
Is the blindness of magical attacks normal or due to my graphics settings? If it is normal can it be altered? Whenever I see something bright I have troubles seeing for several seconds while the effect might be realistic it is incredibly aggravating
Thank you for your time.

runes can't be set off by arrows as I've experienced, though just about any basic spell/shout that hits the bright magical lines seems able to blow them up.
About the blindness, that's what happens when you stare into any bright light source and then find yourself in a much less bright area. Be it standing in dragon breath, oil fires, or the bright daylight when in a cave of some sort.
Not sure if it's possible to alter.
edit:
IMO find some magic resist effects to make use of so runes don't one shot you, or tread very lightly around them (there aren't exactly a lot of them in the base game or dawnguard for that matter.

It's realistic but, it's not exactly a fun property.
Guess I'll have to go the resist route or keep up the TGM route. Thanks

The blessed arrows for Auriel's bow ought to be able to take out runes since they have an area of effect? I haven't tried it but Auriel's bow is a great bow, it's just a long quest line to do just to get some exploding arrows. You can however pick up a crossbow and get some exploding bolts for it much earlier on. Both are dependent on Dawnguard being installed though, which I've personally taken to moving to another drive thanks to all the vampire attacks, until I'm ready to just focus on that quest line.
Shouts should be able to trigger them, but not very stealthily and of course requiring you to have done Dragon Rising, another quest that isn't really recommended unless you want to forge ahead on that quest line, thanks to all the dragon attacks it activates.
What about junk items? Picking up a pot or basket and rolling it onto the rune should set it off I think, you just need to get a decent swing so you don't have to be close enough to be hit.

Runes can only be taken out with magic, I'll change that on the wiki right now... I cannot find it, direct me and I may fix it unless this is unnecessary.

Disarm: The rune can be triggered using an arrow, a spell, or a shout, causing it to explode while you remain out of its range. Alternatively, Whirlwind Sprint can be used to run past the rune without taking damage.

oh wait... if you have access to dawnguard and the elemental bolts you could use them to disarm the rune from a distance. Since the bolts have the elemental burst on impact.
