Re-posting the complete clue for reference...

Personally, I can't find anything in Oblivion that meets these criteria. There are but scant references to any Underking (and none matching this), none of the "Counts" in Oblivion match these clues, and the children clue likewise seems to have no corresponding people involved. Perhaps it will become obvious when the answer is finally given (if this thread doesn't pass away first)...but I'm fairly bored at work, so have had plenty of time to look, and I still can't find anything on this. My hat's off to one who does...The rightful king dropped dead
With help from he who says
There's ten in your head
More than two decades ago 'twas
Now he will count his loss
Four children there were
One was carried of by the Underking
One died, one got married
And the youngest one became king

Hmm, this might've been harder than I thought it was, but I figured since I'd come across it before someone else must surely have done the same
Oh, well, lets see now.

Not true what they say about the first child
Twas not the underking who set his spirit free
As time passed those who took it died
Except one who's now counting to sixty-three

Duh, I actually read this not too long ago (Night Falls on Sentinel)...
The rightful king dropped dead
With help from he who says
There's ten in your head (this was the trickiest, 6 pain centers in your forehead, two in your brow, two on your nose, 10 total, in your head)
More than two decades ago 'twas (when Jomic and his guys kidnapped Arthago)
Now he will count his loss
Four children there were
One was carried of by the Underking (Arthago)
One died (Greklith), one got married (Aubki)
And the youngest one became king (King Lhotun)
Not true what they say about the first child (Jomic's gang spread the rumor)
Twas not the underking who set his spirit free (it was Jomic, an assassin)
As time passed those who took it died (Jomic's fellows died)
Except one who's now counting to sixty-three (Haballa's counts 63 pain centers from Jomic's dissertation)
With all of this, I'm assuming you're looking for Jomic
63 was the key for me...Great job on the complexity of the riddle! Took me an age to resolve it!

Yep.
Took the lines striaght from a song, pretty funny how well it matches up ><
Its Armor Is Tenfold Shields - Daedroth Shield (Shield 20pts for 45sec on Self. Immune to Silence)
Its Teeth, Swords - It is an upright aligator....
Claws In The Guise Of Hands - Meh, whatever
And From Its Tongue, Fire - Fiery Breath (Fire Damage 20pts in 5ft on Target.

Hmm...
I have an idea of a riddle.
I am a Daedric God
I am often considered to be one of the morally "good" gods
In Morrowind, people often thought that my shrine quest was directly part of the main quest in some way
A vertical transfer of my shrine
Who am I?
