Mrs T got it! Across a bridge, you cross a bridge to get to the shrine. A clearing is the shrine area. Severed souls is that their souls are away from their body. Their minds not hearing because when you click them it says they are unconsious.

???

Either way, I'm still perplexed...as that 3rd line doesn't seem to fit anything in the game....are you including DLC's or mods or something?

well there are 10 tamrielic races, so it could have something to do with that. And ten in your head maybe in hermaous mora's quest how you have to fill the soul gem with all ten races. But it doesn't fit in with the rest. Oh well wouldn't hurt to guess. Hermaous Mora?

So once again nope, the answer's hardly something that people normally come across
Though the location where the answer is found could be associated with someone who's confused about his race
