heavy armor will give you most protection, but light makes you move faster.
I used to play Oblivion, then I took an arrow in the knee.

A lot depends on the character you are playing. Here are some articles that may help you make a choice.

http://www.uesp.net/wiki/Oblivion:Heavy_Armor

http://www.uesp.net/wiki/Oblivion:Light_Armor

http://www.uesp.net/wiki/Oblivion:Armor

Starting out, Heavy Armor gives better protection, and helps to raise Endurance. It has a higher health rating, so can take more hits. At Master, Heavy Armor does not Encumber the wearer, so weight is no longer an issue.

Later in the game, when you are a Master in Light Armor, you get +50% of the Armors Rating. Glass Armor has the same Armor Rating as Daedric when you are a Master. Max is 85 points. However, the Daedric Armor has twice the Armor Health.

Join the Mages Guild, to get into the Arcane University, so you can Enchant Light Armor Pieces with a Shield Spell or two. Enchant Heavy Armor with a Feather Spell or two. ...or wait until you get a Sigil Stone or Two with Shield or Feather.

Why have Armor? A Shield Spell Sigil Stone has +8 to +20 (Level 17+ for a Transcendent Sigil Stone for +20). Enchant your shoes, pants shirt, & hood, for +80 Shiled. It's not Armor, so no repairs needed, and doesn't degrade. Then throw in a shield and you are at 85 Armor Points.

The options are limitless.

The Construction Set shows Light and Heavy Legion Dragon Armor.

The Heavy Set is between Dwarven & Orcish.

The Leather is the same as Chainmail. Keep in mind, that at Master Light Armor, you get a +50% Armor Bonus, so it makes it a little better.

They are not the strongest Armor available, but they do have alot of enchantments, and are free. Plus it looks cool.

It doesn't come with a shield. You can augment the Armor, with two good magic rings, a magic amulet, & magic shield.

The first time I played, I got Heavy Dragon Armor. Then next time I got Light. Not sure why, it may be because thats what I was wearing when I completed the main quest. The first time I did not have any Armor as a Major Skill. The second time I had Light Armor as a Major Skill.

Light armour gives less protection, decreases spell efficiency moderately, breaks quickly.

Heavy armour gives more protection, decreases spell efficiency significantly, breaks slowly.

Plain clothes with constant effect elemental shields give even more protection, don't affect spell efficiency, never break.

AFAIK no armour slows you down in Oblivion!
There once was a Prince named Mehrunes
Whose buttocks sounded sonorous tunes
‘Twas an odiferous song
People sang before long
They had enough of his full crescent moons.
