help! oblivion

im in the middle of doing "allies for bruma" quest and i came to the gate outside anvil and i cant get to the tower i need to get to for the sigil stone
there is no route to the tower and its starting to anoy me

same thing that happened with me look at the walls outside and see if u can find a door that leads through the underground

nevermind iv completed the main quest now i think is it where u get the dragon armor is that it completed then?

The last quest in the mainline is escorting Martin to lighting the fires, so if you've done that, then yea thats the mainline. If you mean Tiber Septims armor (same graphic as dragon armor that you get for beating mainline) then no.
