When you live in trees, I think that you get a lot of practice fighting with bows. Also, the same Bosmer only eat meat, or cannibalize, they have to hunt. Now what do you hunt with? It seems that Bosmeri like revolves around anything that involves a good range of sight, and long rang fighting. This makes them the logical choice for the bow, because it involves those things.

perhaps the statement "Bosmer are the best archers in Tamriel" should be changed to "Bosmer show a natural affinity to learning the art of archery" and have bonus to the rate at wich their archery skill rises. maybe in an unofficial lore bosmer use small bows with minimal tension needed to be lethal from say atmost 25 yards away and just get close with their stealthy ways and fire from close. this would deffinitly make bosmer great at fighting in buildings with small rooms
