Merer Frey's brother?

Merer Frey's brother?
I was exploring random dungeons when I came across Harmugstahl. The boss is a mage named Kornalus. To complete the dungeon you need his key, which is labeled Kornalus Frey's key. I was just wondering if Mercer had a brother.

Isn't Kornalus an Altmer though, while Mercer is a Breton. Perhaps there was originally intended to be some connection, but that ideas was dropped later in development, perhaps it's just a coincidence.

Maybe they had same father but different mother if they are connected? If I remember baby making in tamriel the child is always the race of the mother.
I would be a procrastinator, but I keep putting it off.

Or maybe one of them was adopted,that seems also plausible.Frey doesn't say "Altmer" to me so maybe it was Kornalus.
