Can't become Thane? Please helpp!
I'm trying to become thane of the Rift and the Reach, In Markarth i've already bought the house and fully upgraded it, I've already done the jarl's task to obtain his father's shield and what not, plus done probably 5 different bounty missions from his steward. In the rift, I've done the drug dealer quest line completely and 2 bounty missions, and I have not even been offered to buy the house! In my Misc. Quests, I don't have anything saying "Help the citizens of the Rift/Reach 0/5" they have not even asked me to do so nor do they have any dialogue options that are not just dead ends.. So I'm wondering if anyone else had problems or what a solution would be. This character is on the 360 so I have no console.. Thanks!!

Bounty missions for the Jarl don't count towards helping the people. You have to actually have to help x number of people from the hold. I think I remember having that same problem with becoming Thane of The Rift, though. I'd suggest helping as many citizens as you can, then talking to the Jarl again and see if it triggers. I THINK that's how I fixed it, but it was a long while ago.

I've done every single citizen task in both holds hahaha, forgot to mention that. Edit: The Reach not both!

I think it's just an unavoidable bug, what level are? Regarding the Reach I did the Forsworn Leader quest, but wasn't offored the shield quest because I was level 12. When returning at 23, I still wasn't offered he quest. If it's really important to you, you will probaly have to restart, as painfull as that sounds.

I'm level 81.. And I've done every single questline on that account. x( Restarting is not an option at this point.

Once you qualify to become Thane, you'll get an on-screen message telling you to see the Jarl, and the same text will be displayed in the Misc Quests section. I practically fell into the Rift's Thanehood; some of the quests you can can do are excrutiatingly simple and trivial. For example, beating Hofgrir Horse-Crusher in a scripted fist fight counts as a Thane quest, as does giving a coin to the beggars Snilf and Edda.
As far as I know, the Supply and Demand skooma quest is the only "must-do" quest to become Thane of the Rift, and that quest is initiated by giving a Healing Potion to Wujeeta, which I think counts as it's own mini helper quest. Just a word of advice about a bug in Riften's Thanehood: when the Jarl informs you that you qualify for the Rift's Thanehood, you'll be allowed to purchase the Riften house Honeyside. Purchase the house from Anuriel, then speak to the Jarl again right away, and you'll become Thane. If you visit Honeyside after purchasing it, but before speaking to the Jarl again, you won't be appointed Thane, and Iona won't be your Housecarl.
