Yes, but they effect targets over a very large area (targets: Call to Arms would be allies, the others foes). Harmony is also in this group of Master spells.
Harmony would be similar to the shout Kyne's Peace where you can pacify animals in an entire small dungeon (Harmony also effects people though)
