Still though, political offices like Governorship, Senate duty, House of Reps, and all the way to President should have clear qualifications and tests to ensure a clarity of leadership and to beat back corruption as much as possible. There's not a single reason why it shouldn't be that way.

... yes there is.

Political office was built around the notion that the common man would be elected to serve the populace. Unfortunately, it's now a career, and you can even get a degree in it. The trend should be towards less bureaucracy, not more, and instituting conditionals, and quality control, and agencies to head this up would be antithetical to this end-- not to mention a disaster for the potential further corruption of elections. At least right now it's only controlled by money. Imagine what it would be like if it were controlled by the government (like in Iran).

Now hold on, I'm not talking about creating a whole institution to handle it.

I was really thinking more along the lines of, "Every candidate has to take a test and make the results public. He can continue to run, but his chances would be severely diminished."

And who would administer this test? How could we be sure of quality?

Any time you place regulations on something, you introduce the potential for corruption.

Pfft. I just want people with the merit to run for president to actually run for president as opposed to the people we get now.
