Foresworn briarhearts have been real beasts for me. Check out forts and bandit camps that you havn't visited yet. They will have highest level enemies, so you can find a nice bandit chief.
Spell casters are nice, as they keep thier distance from enemies and tend to last longer in battle, as well as staying out of the way of your spells. As mentioned, the thalmor wizards arent a bad choice.
If you are very high level, I suggest getting the necromage perk from the restoration tree. This will allow you to thrall higher level master and volkihar vampires. I had an awesome master vampire thrall that whooped all over a master dwemer centurion. Got right in its face..er...torso and beat it down, taking steam blasts like they were a refreshing cool mist.

Giants and mammoths, but they can only be resurrected with the ritual stone.

Dual wielding Forsworn Ravagers or those Forsworn mages. They kick ass.
Though I admit that I've never used the necromancy side of the Conjuration tree yet. With thralls I'm always worried that they will get stuck somewhere or arrive too late to a fight. And there's at least one pretty tough location in the game where they can't follow you at all, which sucks if you rely on meat shields during combat.

Really, the dual-wielders are going to be excellent to do lots of damage over little time. Those are a good choice.
