Because you are one PC, graphics will not be an issue. Research a few hd texture packs for Oblivion, as well as the fine utility named "MGE" or Morrowind graphics extender.
Personally I prefer Morrowind, with the deeper storyline, more immersive, high-fantasy world, however Oblivion is also a fantastic game.

Play Oblivion. It was one of my favorite games and sometimes, I think it's better than Skyrim in terms of quests, spells, and things to do. I highly encourage you to install one of the leveling mods (I personally used Francisco's') because enemies otherwise would level with you, thus, always be a few level higher than you...basically, imagine all bandit wearing full daedric or glass.
Oh, and I second New Vegas too. Survival's good, but I'm more of a political chaos guy.

There is an infinite number of alternate universes, which means all books are non-fiction.

Thanks again for all the suggestions. I've bought Morrowind through Steam.
After much head scratching and extensive googling I have installed MGE and MGSO2. Blimey! What a headache! Still looks quite pretty now
