I thought I was pretty generous with the hints so far. And yes, I know that "two" clues may not seem generous, but consider the clues: Dead cow (leather). Under siege.

Leather. Under siege. The only place you can get this is while under siege (or in a situation loosely based thereof).

This is probably way off, but is it Vitharn in the Shivering Isles? That's sort of wet n' swampy, under siege by ghost fanatics and as for the leather...um, I seem to remember nicking a pair of leather greaves from the armoury.

Are you refering to the unique leather curiasses you get during the Unexpected Voyage quest? It's the only thing I could think of right off that seemed to fit at all.
