I think you should go next, unless we suddenly hear back from chrysophlax. Your answer seems most likely.....

The picture of civil disobedience am I,
at least in bravil.
I'm pretty wasteful,in more ways than on.

J'zin-Dar ?
He's one of the Skooma addicts in Bravil.. really unfriendly..so..maybe?
Or City-Swimmer is the only other one that pops to mind, since she steals stuff..and randomly attacks (At least me XD)

In other news, City-Swimmer was found dead last Tirdas, just inside the Bravil Chapel. The body of an as-yet-unidentified female beggar was found in a river shortly afterward. Both discoveries were made by Raistlin Majere, a self-described High Mage. This special article of the Black Horse Courier was written and edited by Alanthir, a Mercenary and part-time journalist.

Ah okies.. J'Zin is just the only one who is quite so offensive..was thinking vulgar, not really civil disobedience at first.

Once Great, Long Lost
Betrayed by that which was held holy
At last found, submerged
And lost again,
As was the heat of life that found
No, I'm not good at wording riddles.. but oh well, this should be clear enough

Is it Goldbrand? Found submerged in Morrowind, then it disappeared, and now it's back in Ob?

Nopers, not either Goldbrand or Helm of the Crusader.
Think quite a bit bigger, and the only knowledge I have of it is from blivion, I didn't play Morrowind.
Ancient, probably one of the oldest in existance, though it's existance was mostly speculation for many years, as it has been lost to knowledge for a long time due to it's condition.
