Re: mods for an oblivion newbie
It really depends on what kind of mods you want, of course! Do you want extra quests and factions, textures and graphic enhancements, character developments, world or UI overhauls...? There are some great suggestions from fellow members in this thread right here, where you can find a nice organized list by our members with wonderful suggestions. Check those out for sure!

Oscuros Oblivion Overhaul does a great many changes to the game that make it a little more challenging and rewarding.
As for others, I'd check out the top 100 list on the TES Nexus.

Mods that I use are nothing fancy. They're easy to install and don't break anything (software-wise or quest-wise). The game is not changed, unless you count the times you pass out now from wearing yourself out):
Cyrodill color Terrain Map v25
Dungeon actors have torches v1.6
Exterior actors have torches v1.3
Excaliburs bandages mod
get wet v1.1 (NPCs get wet when it rains)
IFT v2.1 (Improved Facial Textures version 2.1)
More realistic encumbrance and fatigue mod (vision gets blurry when carrying too much)
P1D LowPoly grass v1.5 (more distant grass without hit in FPS)
Persuasion Overhaul (no more stupid spinning wheel game. Uses Morrowind-style persuasion.)
Real lights 0.7.2 (all fake lighting is removed and all actual lights are now source of all lighting using bloom)
Risky Inn Beds (Inn beds have a chance of giving you a disease)
Visually realistic lava (makes the cartoon jelly lava in Oblivion gates look like actual lava)
