Gotta love unpredictable / unexpected NPC behaviour
My level 6 Breton Mage was spending a day shopping in the market district of IC selling off all his spare loot.
On leaving the Copius Coinpurse an angry looking mage in a white robe attacked him for no apparent reason. He was unarmed and unarmoured at the time, but fortunately several guards came to his recue, one of them in the nice white and yellow armour. There were arrows flying around everywhere.
Having despatched the mage, the 'ordinary' guards then ganged up on the one in the nice armour who finally went down after despatching one of the ordinary guards.
That provided a bit more loot for me to sell off without having to carry it very far at all. The mage and the special guard were both named characters (can't remember their names off hand). I'll have to wait and see if they were vital to any quests as I go along.

Hmmm, very odd. I think I've seen that guy in the white robes walking around in the IC, especially the market district. AFAIK, he isn't a problem. Nor are the ordinary unnamed guards. But make sure that if you haven't already done the quests that involved them, the one in the nice armor wasn't Hieronymous Lex, Itius Hayn, or Audens Avidius. That's all the watch captains I can think of off the top of my head involved in quests, may be more.
I'm not sure what the reason was. If he was wearing Mythic Dawn enchanted armor he might have been one of the ordinary people that attack your character during the main quest. The ordinary guards probably killed the captain because he accidentely hit one of them while fighting the mage.

i've had the same guy in the white robe attack me while i was in the Copious Coinpurse. Probably part of an unfinished quest. As far as killing a plot specific person, well you cant do that. Theyll just be unconscious, of course after they got back up they would attack the gaurds until he killed all of the ones that attacked him. I've torceh Hironeousn Lex several times for fun.
I agree that NPC's going randomly loopy can make for massive fun. I have had a splendid tavern brawl unfold in Olav's Tap and Tack in Bruma. The Nord, Gromm, who is servant of Baenlin (an early DB mark), was waving a warhammer in the direction of a closed and locked door in the downstairs bar. I was on a DB mission and my quest marker was pointing at the door, so I snuck and picked the lock. Not only was my mark there but so was Brotch Calus who is a trainer of sorts. He ran out, pursued by Gromm, so I quickly took advantage of the situation to sneak kill my mark. Then I went to watch the fun, by this time all the customers of the pub and most of the Bruma guard were running round town after the pair in a macabre Benny Hill type scenario. Priceless!
Of course, you can actually deliberately cause some really peachy riots. Just provoke someone and then run in the direction of the nearest guards/citizens - I should add that it helps if you are famous and liked if you want to try it. My very favourite person for this is Ungolim, a DB mark, I have had half of Bravil trash him because they love me so much...good job they do not know what I'm really like...mwahahaha...

guards, arrows and npc behavior
I've used NPC's as cover before while guards were shooting arrows at me. The guards took out an entire group of church goers in Chorral. I was disappointed that the NPC's failed to fight back, but watching arrow heads suddenly protrude from the backs of hapless NPC's was entertaining.
Random weirdness
I also have had some interesting experiences with NPC's. I was speaking with one of the Orc Fighter Guild members one day, and happened to cast my "MegaCharm" spell on him. To my suprise, he suddenly appeared in front of me stripped of all his armor!. I've since had the same thing happen again to a different random NPC.

I think I found out who the guy in the white robe was.
SPOILER WARNING !!!
I just did the thieves guild quest where you have to steal the staff from the Arch Mage's room. (I am the Arch Mage !!!)
On returning the staff to that other mage's (Antius something ?) house I discovered I had the key to his house and there was nobody home. I reckon that's the guy that attacked me. I had on my Arch Mage's robe at the time, maybe he didn't agree to my novice mage being appointed as Arch Mage.

I was coming out of the castle in Skingrad and the castle guard spawned on the bridge. They promptly fell through the bridge with much clattering. I found them dead on the ground in a pile at the bottom of the hill. (I look good in the Skingrad Chain Mail set).

In Skingrad i was gonna buy Rosethorn hall and was looking for the orc so i find him walking towards the West Weald Inn. At this point i have already [&@%!] off the Mythic Dawn, Started The Nirnroot Quest, and was head of the Dark brotherhood so i had a khajit following me. I talk to him and get the deed and he walks into the west weald inn. Deciding i needed to drop off some nirnroot to Sinderon i follow him in only to find Else God hater a guard my Dark Brotherhood Minion and The Orc duking it out. My Khajit is murdered helplessly Else Dies after the orc punches her and the Guard lastly cuts down the orc. he stares at the ground for a couple of seconds and checks all three bodies ending with my khajit sayig "Theres a murder about"
No really i thought you were the murderer guard So i procede to kill him ruthlessly and 4 more guards follow me in. I run into colovian traders buy all the upgrades with the Guards still following me. I get the servent and run towards my house. I wrongly set foot in Nerastels house wich is full of wraiths. I Jump out the second floor door and into my house. Now Ive got 5guards 3 Faded Wraithes and a lic Following me into Rosethorn hall My servent is dead within seconds and i run up to the bedroom area. Up here i Jumped up to the Secret area where the tresure question is and watch them all fight below me.
Who comes into the room next then Burd Captain of the Bruma Guard he was following me because i had never gone into the bruma gate after telling him to follow so its an all out brawl when Viranus Donton Shows up because yet again i got side tracked on the Masters Son quest. Finally All thats left is Burd and Viranus. So i hop down take a step outside only to see Audens Avidius Being Assulted (After Breaking Out Of Prison) By a Skingrad town guard who then tries to arrest me (With a bounty of 2000 gold) i kill him next.
And that was my last vacation to skingrad.

OMG FUNNIEST THING JUST HAPPENED TO ME! I was going to rob that lady who loves dogs in Chorrol, right? So I picked the lock and as soon as I entered I saw her husband go into attack position! I thought he was going to attack so I pulled out my dagger... HE TURNED TO HIS LEFT AND PUNCHED HIS WIFE IN THE FACE!!! It was halarious! She went to go run, but ran a few feet and turned to watch HER DOGS EAT HER HUSBAND! He managed to beat one of the dogs to a pulp (yeah, it was really disturbing). When a guard came in and killed the guy, his wife went crazy and STARTED ATTACKING THE GUARD! The guard of course gave her a swing of his sword and sent her flying onto the table knocking all of the food off... the guard left and I looked back on the room to see what was left, and here is this dog happily panting and sitting in front of me wagging his tail! He now owns his own house.
Seriously, I wish I had some sort of video capture hardware to show you guys... it was priceless!
