Dark Brotherhood storyline spoiler ahead!!

Sometimes, I hear guards commenting: "The emperor of Skyrim is dead, these are dark times indeed"
do they mean the High King of Skyrim, or THE Emperor (of the empire). I'm not sure but I have the impression that this comment occured only

Anyway, I'm pretty sure that's a mistake on Bethesda's part, because the Emperor of Skyrim?? Don't think that exist

Considering that Skryim is part of the Empire, Titus II was the Emperor of Skyrim, even if he was really the Emperor of the Mede Empire. But I guess it is fairly relatively it was just an oversight.

Loyalists consider Skyrim part of The Empire on the whole, so the Emperor of Skyrim is simply The Emperor. It's Titus Mede.

I haven't killed him yet and I don't get this comment, so I guess it's the Emperor. Unless I just didn't run into this yet.

Interesting, the guards in my game say:

"The High King of Skyrim is dead, these are dark times indeed." Never heard them saying emperor.
