Many games has the same thing "weapon mastery, proficiency, weapon usage, ability, etc..."
It's not a problem to me but in daggerfall is totally different.
The % of a skill is your chance rate, effectiveness, less magika cost, etc...
My question is how it works on weapons... damage, speed, % to hit, all together?
Ah! also the Critical strike % is weird, because something like... a 30% to hit sounds hillarious.
How it works?

higher weapon skill higher speed, higher damage, higher crit chance. Skyrim doesn't have a % to hit, if you're aiming at the guy with your crosshair you're going to hit him, unless of course he blocks it with a shield. Higher Archery rating, higher damage, higher accuracy, higher crit chancee. Skyrim also includes perks which can double and triple some damage as well as a zoom function for arhcery.
