Yes, what I have understood, Empire has always been playing field for Bretons, Nords and Imperials, all others having small or no role at all in it. What I have understood, it is only the "geolocial" (tamrological?) location of Cyrodiil that made it the center for the Empire.

Given that the Thalmor won the Great War and was able to enact the White-Gold Concordant, I believe that the Aldmeri Dominion has the upper hand in the era Skyrim takes place in. But not just the Altmer, but all other Mer are racially discriminated because of their victory and somewhat oppression of the Nords. I guess this is a question that is open for a lengthy deliberation.
