What if the Night Mother was really a man?

and

What if that man was really the Lich version of the Adoring Fan from Oblivion?

I've got several swords and daggers on hand already.

What if you could join the Thalmor ... and see that they aren't as mindless and evil as people make out. There's a questline I'd pay for, or at least, if I could choose not to strike against the Thalmor for the Blades. I've actually stopped the Main Quest just because I don't want to do it. The Blades are a rotten lot anyway, look at how they treat the Greybeards. :|

What if General Tullius didn't sound so nasally and lame?

What if master level spells weren't less useful then adept / expert spells?

What if werekhajiit existed?

At the entrance a Fish Speaker stooped and whispered to another: <<God is upset?>>
Her companion replied: <<The sins of the world is likely to disturb even a god.>>
Leto listened them and wept silently.

Or that they are and you get to be one! That'd be awesome.
They're antagonists that make a major part of the setting work, so I dunno if they'll get any positive light shone on them, but I do think that DLC that expands on them isn't farfetched.

You could pre-make a personality and have some of your actions and dialogue(and spawning things) be part of your personality.

That would be the most overpowered thing evar.
But I think they should had a dual-wielding skill, rather than just one handed...
Another thing is that I think skills should become more effective as you level them up, without perks and with, for example; The higher your two-handed level, the faster they swing, etc.

What if there was an RTS Elder Scrolls. You could either be one of the Daedra Lords, with ther own perks & bonuses, or an Aedra also with unique advantages. You could even have uber units like the Dohvakiin if you were playing as Akatosh, or Mankar Cameron if you were playing as Mehrunes Dagon. Also after collected a certain amount of resources, worshippers or whatever increased your strength you could make a personal appearance & kick some juicy rump.
I used to be an adventurer, but then I broke my GF's IPhone 4 & she mutilated me in a rather personal manner

Dual-wielding two-handed weapons kinda needs four arms. I'm sure there'll be a Shiva mod soon enough.

I've actually always hoped that, when you wore a cowl or hood, you could bypass people who wouldn't recognize you; or if you wore a helmet that covers the face. That would be such a nice little perk, I think.

Reminds me of the Shivering Isles, where you could adopt the guise of a Zealot or Heretic and get closer without inviting suspicion.

Imagine that in the case of the Forsworn or Dwemer automatons— so long as you wore a full outfit, they won't atatck unless you get really close or take some offensive action first.

If that seems too easy a way to cheat, then forget about the generic costumes and arrange it so there is some unique, quest-driven outfit that does just what I've described.

Awww, forget all that— if you drink a Philtre of the Phantom, make is so that the Undead think you're one of them.

Ouch, broke my brain.

What if you could actually BREATH fire like a dragon when using Yol Tul Shul rather than just spitting out a huge fireball?
Oh for the love of little green tomatoes...

Your lungs aren't the size of oxen.

I never did understand the novelty in that, considering that every single newbie at Helgen is perfectly capable of throwing a continuous stream of flame from each hand.

The shout which creates a meteor storm? By golly, that one is cool.
It is the very first Shout you experience in the game, after all.

Tullius: What in Oblivion is that?
Soldier: It's in the town!
Officer: DRAGON!
Alduin: (shout) Doh mi noh!
(which, basically, is Dragonspeak for 'Eisenhower Control to Task Force: turn as necessary to unmask batteries. Weapons free. Commence short-fall bombardment.')
