Seriously, why not? Doesn't make any more or less sense than doing it outdoors, and any arguments against it can equally be used against Fast Travel outdoors. The slope is slippery, and we're already halfway-down as of Oblivion...
I ask after the dozenth time navigating my way out of a draugr crypt after clearing out all the baddies. It gets... tedious.
And why can't I, while in town, Fast Travel from one building to the next? I don't LIKE going back and forth across town. Gah!

If they weren't nords, but instead dunmer or redguards, nobody would call them "racist".

Have you found any of the dungeons to be too long to be worth backtracking out? Most have a beautiful backdoor mechanic that loops right back to the entrance after you've explored everything. It's an awesome feature, but I feel weird expecting it in every dungeon.

I think the program might have issues with fast travel between different cells.

I have this EXACT question!
Doing Thieve's Guild random quests is getting tedious with all of the loading. Why couldn't The Ragged Flaggon and the Cistern have been one area?

Re: Why can't you Fast Travel indoors?
There are a few reasons I can think of, but the main one is that it provides an easy escape mechanism. You realize you're in trouble and about to be hunted down like a dog? Fast travel.
You can say "but it doesn't work in combat." Yes, but that's not a fool-proof situation. I've been on a quest in one town where the guards are suddenly out to get me. In a scared panic, I fast-traveled away from them before they could arrest me. Of course, I was outdoors when I did that, but it could break other scripted sequences. Besides, it's not like it's that hard to get out of combat. And maybe you simply got backed into a corner you can't escape while sneaking. There are plenty of related permutations.
Let's not also forget the reasons why some people dislike fast travel in the first place. The fact that you can't simply fast travel from anywhere to anywhere is part of the balance. It's simply meant for the convenience of reducing overland travel.

But 5 loading screens just to start a Radiant quest? It makes me not care about getting or doing the quests any more.

Re: Why can't you Fast Travel indoors?
Some of us enjoy the story without the annoyances. I can never get out of dungeons etc. I spend half my time navigating my way out of places I've cleared! I would LOVE a fast travel indoors options for when I've completed the quest and just get plain lost! The more 'real' the graphics get the more confused I get!
I always play my games on easy. It's the story and character exploration I like, if something is too hard I get annoyed. If I die and have to do something again I've already done I get VERY annoyed.
