I don't know if it exists, or is in the making. But it would be nice if there was a mod to "fix" the game.
If I take an apple unseen and unheard. Then there's no way any npc can trace it back to me and blame me.
I will be very happy to see a mod that removes assassins/hired thugs from the game.
No hired thugs/assassin mod?

Re: No hired thugs/assassin mod?
Ah! Yes, I was greeted by some hired thugs (after they got drafted to help fight a random dragon) and they carried a contract. I've never had a bounty and the person whose name is on the note is friendly enough to let me take most stuff from their house so I figured it was a bug. I like the idea of the hired thugs etc ... but it would make more sense for like a morag tong (thinking morrowind) assassin or political agent (again) whose identity is already known but they haven't been 'punished' for it (yet?). I agree with The Black Weasel; it doesn't make sense for someone to send thugs against a friendly of theirs that hasn't been caught doing anything wrong.
I think an alternative approach to the way hired thugs came with skyrim is:
People who you've betrayed in quests could potentially hire thugs/assassins.
The families of people you've killed in quests could potentially hire thugs/assassins.
People you've committed crimes against and you have either influenced or fled your way out of getting punished could potentially hire thugs/assassins.
If you succeed in leaving no evidence the player doesn't have to worry about that character sending hired men
