Bandit Forts

Does anyone know for sure whether Bandits or their containers respawn? Because, there are several towerhouses on the brink of cliffs that would make perfect residences. I have waited 1 in-game month, and there have been no respawns of container or character. Does this mean you can basically claim any fortress as your own? Because... That would be badass.

I'm sure that the bandits in Helgen respawned after a few in-game days, if not weeks

My reference point, Valtheim Towers, is fine so far...

Most bandit forts I have been to didn't respawn, but as I progressed were occupied by either Stormcloaks or the Empire.

These seem to have respawned every time I go there

Let me know if you do find one that doesn't respawn though

I've noticed this as well, I cleared several forts around Whiterun and later I was traveling past one of them and I saw people so I went in to slaughter more bandits, and it was imperial soldiers.
