reunification of skyrim quest bug

hi all, im doing the civil war missions on the side of the imperials, i have got up to regain winterhold hold and my quest marker is telling me to talk to legate rikke, i have spoke to her but the option to carry on the quest is missing, i have tried attacking her then yielding but no luck! i cant continue with these quests as it just points me to her, any idea's on how to solve this bug?? this is on the xbox if that helps
