Shouts
Do you have to the complete the main quest to use the non-quest shouts? I have all 3 words unlocked for the fire shout but I can only use one of them. I have 7 dragon souls and am on the ElderKnowledgde quest. Thanks for any help

Go to Magic in the character menu, go to Shouts, select the desired shout, and hit X or Square to unlock. Dunno the default key on PC.
