So during the quest "hitting the books" for the College of Winterhold, the last opponent I face is someone called "The caller" or something.
That person uses a spell that makes her transport into another part of the room instantly. Is that spell available for the player? If yes, which one is it, and where can I get it?

No, it's not. It's likely a power.
